Goon Squad is a Black Market item that protects a player's tile from sabotage when used. If targeted by a sabotage attack, the player will gain the sabotage for use and the tile will remain protected for 30 additional seconds. Note that it won't protect tiles from Slowdown Strike. If a sabotage is used so that the protected structure is within the area or line of effect, the structure will not be affected by the sabotage and the lines of effect will be redirected to non-protected structure but the Goon Squad will be exposed.
